Transition from Government Systems - BC Safety Authority             

Situation

The British Columbia Safety Authority (BCSA) is a not for profit corporation administering the service delivery components of the Safety Standards Act.   The BC Safety Authority protects the people of BC by ensuring the safety of mechanical systems, products, equipment and work practices.

The Authority delivers safety services to the following industries: Amusement rides; Boilers and pressure vessels; Refrigeration; Electrical, including electrical equipment and systems; Elevators and escalators; Gas equipment and systems (natural gas and propane); Railways, including SkyTrain; Ski lifts and trams (gondolas).

Business Challenge

BCSA was established as a separate corporation with an Administrative Agreement with the provincial government and as such had to develop a series of new business systems to operate independently. This represented a major challenge for the organization as all basic functions (accounting, etc.) had been provided by the provincial government. The most significant new system was the implementation of an automated work flow management system.

Solution

BCSA launched a series of projects to implement new systems and business processes to support their transition to a separate corporation. KLR was contracted to provide business analysis and project management on two of the work flow management modules (Finance and Certification & Licensing) and to help select and implement an accounting package.

Results

This project was performed with limited resources under a tight deadline. The overall program management was provided by the client with KLR providing much needed business analyst support and project management of their individual modules. The systems were delivered on-time allowing BCSA to make their transition out of government on the date originally proposed in the legislation.
