Project Management Office Services

Situation

The Insurance Corporation of British Columbia (ICBC) is a Provincial Crown Corporation established in 1973 to provide universal auto insurance to BC motorists. In addition, ICBC is responsible for driver licensing, vehicle registration and licensing. The Corporate Project Management Services (CPMS) group within ICBC is responsible for managing major corporate-wide projects.

Business Challenge

Over several years the CPMS group successfully developed project management processes, guidelines and methodology. Though they had good success with projects they wanted to continuously improve so they contracted KLR to assess their project management environment.

Solution

KLR performed a project management assessment. KLR interviewed key stakeholders, analyzed actual project deliverables and reviewed existing processes. Recommendations were presented to solidify CPMS’s position in level 3 (achieving a greater level of consistency) and to begin positioning the group to move into the level 4 space (broader corporate portfolio management).

Following the assessment, KLR worked in partnership with CPMS to improve the project management processes, strategize the PMO function and structure, and establish the foundation elements to move into portfolio management (level 4).

Results

The CPMS group implemented many of the changes recommended, reorganized their structure to include a more concentrated emphasis on the PMO function and recruited a PMO Manager. The group is now solidified at level 3 and actively moving forward into the broader portfolio management arena. KLR was subsequently contracted to work with the Information Systems Division to develop a complimentary project delivery methodology specific to IS development. The scope of services includes establishing a sub Project Management Office, development of all processes, and associated templates as well as training and mentoring of key management and staff.
