Ministry of Finance
Situation
The Corporate Registry provides the legal framework within which all businesses, not-for-profit societies, cooperative associations and financial institutions operate in British Columbia. It files documents for incorporation, registration, maintenance and dissolution of these entities. A new Business Corporations Act (BCA) was passed by the BC Government to transition the old, paper-based process for registration to an automated, more stream-lined process. The Ministry of Finance, Corporate and Personal Registries Branch responsible for making this transition work.
Business Challenge
The Act set a fixed date by which companies must transition. The major challenge was to design, build and manage the transition from a paper-based system, supported by a large administrative staff and older mainframe systems, to a web-based system, where users could perform standard functions on-line, with minimal help from the Ministry. This challenge was even more significant given the short timeframe for implementation.
Solution
The Ministry formed a project team to develop and implement the new system. KLR provided key project management and business transition resources. The new system was designed to integrate with Ministry legacy and external systems. The business processes were established to ensure end users could operate with minimal training and that Ministry staff could support the overall process.
Results
The KLR team provided the structure, team organization, scope and expectation management necessary to drive the project to meet the fixed deadline. While some tough project management decisions had to be made, the system was delivered on-time. After implementation, the Ministry won a Premier’s Award for Service Excellence.
